Customer Service Representative
Pennsylvania One Call System, Inc. is currently seeking an experienced Customer Service Representative to join our team in West Mifflin, Pennsylvania.
About us:
Pennsylvania One Call System, Inc. is a non-profit service company dedicated to minimizing utility service interruptions, reducing on-the-job injuries and deaths, promoting a higher level of public safety and protecting the environment, available 24 hours per day, every day of the year. We are seeking motivated, dependable people to staff our inbound contact center located in West Mifflin. Responsibilities including handling inbound calls, webchat, and email, from homeowners and excavators digging in Pennsylvania, gathering information about their proposed excavation project for relay to utilities and other underground facility owners to mark the location of known buried facilities. The position requires extensive telephone work and data entry in a structured environment.
Summary:
We are looking for a motivated, dependable individual who can listen to customer requests, locate proposed excavation sites on a map, accurately capture project data, and relay information to underground facility owners. The successful candidate for this role will have genuine desire to help customers, active listening skills, strong typing and spelling skills, and the ability to read a map. Training will be 4 weeks and will be done at the office in West Mifflin, PA.
Responsibilities:
- Handle inbound interactions homeowners, excavators, designers and utility companies
- Communicate empathetically with our customers to understand and address their needs
- Work accurately with close attention to detail
Education & Experience:
- High school diploma, general education degree or equivalent
- Minimum of 2 years of previous experience within a customer facing environment preferred
- Exceptional phone skills and persuasive communication style
- Must be socially focused; “How can I help you?" attitude and a fast learner
- Ability to remain calm and courteous under pressure and navigate tense situations
- Proficient with a computer and ability to navigate through multiple applications including, but not limited to: Web applications,
Chrome, Microsoft Office, Microsoft Teams or Zoom - Typing speed of 40+ WPM required

Working for Pennsylvania 811 means you are helping to protect Pennsylvania’s underground infrastructure. Our purpose is to promote safety and prevent damage to underground facilities.
As a Damage Prevention Liaison (DPL) you will act as a community and industry representative, and help keep the community you live in safe. The successful candidate should be self-motivated and possess verbal communication skills to advocate our “Call Before You Dig” cause to underground facility owners, excavators, designers, engineers and other stakeholders.
The DPL position is a full-time position. Days and hours of work are Monday through Friday, and generally during normal business hours; however, at times, some extended hours and weekend work is required. This position work location is remote (work-from-home), with extensive local travel up to 75% of the time throughout assigned region, including overnight stays, and with occasional to frequent travel to other state regions as assigned. Must live in within 25 miles of the City of Williamsport, PA.
QUALIFICATIONS:
- Bachelor's degree (B.A.) from four-year College or University; or one to two years related experience and/or training; or equivalent combination of education and experience
- Valid driver's license and vehicle capable of transporting self and materials required for trade shows, training sessions and presentations
- Demonstrated public speaking and presentation skills
- Utility company industry experience is a plus
- Excellent interpersonal skills, including strong proven leadership skills and strong oral and written communication skills
Proficient with technology, especially computer systems, software applications, phone system, Microsoft Office (Word, Excel, Outlook, etc.) - Well-developed organizational, problem solving, time management skills, and the ability to handle multiple priorities and switch from one to another quickly
- Attend stakeholder and industry events that attract new members; engage and retain existing members and stakeholders; manage member relationships and act as Liaison between member companies and Pennsylvania 811
- Increase participation at Utility Coordinating meetings by building relationships through associations; educate the members of the Utility Coordinating meetings by offering presentations or other means of education
- Educate all stakeholders about the law, best practices, call center policies via conducting presentations and training sessions, coordinating stakeholder meetings, and trade shows
- Maintain and track data related to community, educational events and outreach efforts in a timely manner
- Assist as needed with marketing, content creation/updates, and other job-related activities
- Conduct outbound outreach telephone calls to approximately 300 members per year
- Supervisor Responsibility: This position does not have any supervisory responsibilities

Network & Systems Administrator
Overview
We are seeking an experienced, hands-on Network & Systems Administrator (NSA) to directly administer, maintain, and support our organization's telephony, computer and network infrastructure, and critical facility systems. This is a working technical role — not a strategic or oversight position. The successful candidate will be physically present in our data center and across our facilities, racking equipment, running cable, configuring devices, and getting directly involved in day-to-day technical work. This position operates in a 24x7 environment and plays a vital role in system reliability, security, and emergency readiness across both our primary and emergency response locations.
Key Responsibilities
This is a hands-on, technically-engaged role. The NSA will personally perform the work described below — not delegate it or manage others who do it.
- Directly configure, administer, and support telephony systems, network infrastructure, and software.
- Personally perform upgrades, patching, and routine system maintenance; coordinate with vendors as needed.
- Develop, build, and maintain enterprise backup solutions; perform hands-on monitoring, troubleshooting, and off-site media management.
- Administer user accounts, access controls, and security tools across applications and systems.
- Physically install, rack, cable, and decommission servers, network hardware, and telephony systems — including running and terminating cables, mounting equipment, and managing hardware in the data center.
- Participate in cybersecurity planning, prevention strategies, and incident response tests.
- Assist with quarterly testing of business continuity and emergency response plans, including hands-on failover and recovery exercises.
- Proactively monitor systems and personally resolve hardware, software, application, and network issues.
- Initiate support tickets and collaborate directly with service providers during outages or incidents.
- Provide direct end-user support for workstations, laptops, peripherals, and software applications, including in-person troubleshooting.
- Assist with hands-on administration and troubleshooting of facility systems.
- Maintain inventory of hardware, software, licenses, and subscriptions.
- Track employee-issued equipment and process returns.
- Maintain facility layout documentation (network maps, electrical panels, safety systems, etc.).
- Research, test, and recommend system improvements and new technologies — including building proof-of-concept implementations.
- Bachelor's degree in Computer Science, Information Systems, Software Engineering, or a related field plus 5 years of relevant hands-on technical experience; or an equivalent combination of education and experience.
- Demonstrated hands-on experience with:
- Telephony systems and contact center technologies
- HPE ProLiant servers, workstations, and physical hardware troubleshooting
- VMware ESXi and vCenter
- SAN systems (programming, replication, provisioning, failover)
- Extreme network switches and Cisco firewalls
- Windows, Windows Server, Linux, Active Directory, Group Policy, DNS, DHCP
- Microsoft Exchange and Microsoft Azure/Entra hybrid environments
- SSL/TLS certificate lifecycle
- Multi-Factor Authentication (Duo, Azure MFA)
- Enterprise backup systems (Backup Exec, Veeam)
- Strong working knowledge of modern telephony, networking, server and desktop OS, hardware, protocols, and standards — gained through direct, hands-on administration.
- Comfort and confidence working physically with hardware: racking servers, terminating cables, replacing components, and troubleshooting at the device level.
- Critical thinking, decision-making, and complex problem-solving skills.
- Strong verbal and written communication skills; ability to train and support staff and create detailed documentation based on first-hand technical work.
- Excellent troubleshooting skills across hardware, software, and network layers.
- Ability to manage time, prioritize tasks, and respond appropriately under pressure.
- Service-oriented mindset and strong collaboration skills.
This role requires regular physical, on-site work. Candidates must be comfortable with the following:
- On-site presence required — this is not a remote position. The NSA works in our facilities, server rooms, and at our emergency response location.
- On-call availability 24/7/365, including responding in person to incidents when required.
- Frequent movement throughout the facility, including time in data center and equipment rooms.
- Ability to bend, kneel, reach overhead, and work in tight spaces (e.g., behind racks, under desks, in cable trays).
- Ability to lift and move equipment up to 25 lbs regularly and 50 lbs occasionally (e.g., servers, switches, UPS units), with assistance available for heavier items.
- Comfort working with hand tools, cable testers, crimpers, and other common IT field tools.
- Periods of seated computer work for configuration, monitoring, and documentation tasks.
- Travel required for disaster recovery site visits, meetings, and training (including overnight stays).
